Arizona Water Loss Control

The Arizona Water Infrastructure Finance Authority (WIFA) in partnership with the Arizona Department of Water Resources (ADWR) has developed a targeted Water Loss Program in Arizona based on the American Water Works Association’s (AWWA) M36 Manual for Water Audits and Loss Control Programs. 


In 2017, Round 1 took place with 6 utilities.  The program was successful and another Round is being offered this year.  The program will take place from August 2018 to February 2019.  

The program offers free training & technical assistance from national water loss experts. 

Cavanaugh will guide you through the process of compiling and validating an AWWA M36 Water Audit, and using its outcomes to guide your next steps for cost-effective water loss management.

  • Brief kickoff & training via webcast

  • Compile a preliminary water audit & supporting documents

  • In-person regional workshop for the Level 1 validation process


  • Level 1 validated M36 Water Audit with water loss profile and performance metrics

  • System specific recommendations on next steps & focus areas for water loss reduction & revenue recovery
